present. Adding to this amount the $40,000 estimated above
to be received from seigniorage for the British dollar we
get a sum of $176,000 which must cover interest on capital
and working expenses if the mint is not to be run at a
loss.

To guide us in an estimate of the
capital expenditure required for the establishment of a

mint at Hongkong, we have estimated cost of appliances

contained in paragraph 7 of a Memorandum by the Deputy
Master of the Mint of which a copy was received here in
Mr. Chamberlain's Despatch No. 179 dated the 23rd. May,
Of 1901. This estimate amounted to £15,000 but only provided
presses for coins not larger than 20 cent pieces, and did
not include freight and the cost of erection of the ap-
-pliances at Hongkong nor the machinery required to work
them.
In these circumstances $250,000
would not seem too large a sum to put on one side for ap-
-pliances; the buildings would certainly cost an equal
amount and for safety might be put down at $350,000. In
